The returning officers were forced to extend the deadline of nominations after the publicised deadline was not in line with the rules they had written and published on the JCRC website.
In an embarrassing U-turn, following a previous stance that the Friday, November 25th deadline was final, one of the Vanbrugh returning officers posted on the Vanbrugh elections Facebook group: “Nominations have now re-opened until 12 noon tomorrow [Tuesday, November 29] if your nomination form was declined please contact [email addresses removed].”
Laura Trewick, a Vanbrugh Vice Chair and Co-returning Officer told the Yorker: “Constitutionally the returning officers can set the election rules and regulations. As it is the norm for Vanbrugh, we decided to use the rules laid out for the 2010 elections. However, we wanted to change a rule which effectively stated that nominations must close 24 hours before voting opens.
“For some reason, when the rules were transferred over, this rule was not deleted. A decision to re-open nominations till 12 noon today (Tuesday) seemed like the fairest resolution,” she continued.
Trewick confirmed that several candidates benefited from the extended deadline. She said: “Singling them out could damage their campaign. We will therefore not be disclosing their names.”
The Yorker understands that this includes at least one candidate for one of the big four positions who the returning officers had previously disqualified from participating in the election.
Concern over the handling of the election has been so great that one anonymous Vanbrugh candidate told The Yorker: “I am not happy with the way this election has been run and frankly and I have no faith in the Returning Officers to uphold and exercise the rules and regulations correctly.”
The Yorker understands there is little course for action against returning officer ruling, beyond a motion of no confidence in the returning officers which would force their resignation. Such motions require seven days’ notice and therefore would not be complete before the end of the election.
